Our mission is to provide impoverished and unhoused Odessans with the resources, advocacy, and opportunities they need to become self-sufficient while offering guidance and motivation to those who are underserved.

Referral Plus Program

 The Referral Plus Program helps to assists individuals with resources and local services through our community partners and online directory, along with follow-up care services to ensure the individual’s needs are met.

Odessa Links is a Coordinated Entry Site (CES) for homeless families and individuals seeking shelter and housing interventions.

Project HOPE Program

Project HOPE (Homeless Opportunities for Personal Excellence) Project HOPE is a rapid rehousing self-sufficiency program that collaborates with existing supportive services, rental assistance, and long-term self-sufficiency plans.

Odessa Links works tirelessly to decrease the chances of the individual or family experiencing homelessness again.

Homeless Coalition

The primary mission of the Odessa Homeless Coalition is to assist in the transition of homeless individuals and families to permanent housing along with providing them the necessary resources to become self-sufficient.

Links is the “nerve-center” for agencies and the only licensed site in Odessa with the HMIS (Homeless Management Information System).
